According to the terms of
the Compact, tribes operating more than 200 gaming devices as
of September 1999 must pay into the SDF based on the number
of gaming devices in operation and a scale of net win percentages.
From the Native
American tribes in Riverside, San Bernardino and Santa Barbara
counties that make up the Tribal Alliance of Sovereign Indian
Nations (TASIN), these tribes will contribute well over $1
billion, nearly two-thirds of all payments to the SDF, through
the life of the Compact.

Since
SB 621 was officially signed into law in October 2003, the
Special Distribution Fund has returned tens of millions of
dollars each year to local communities throughout the state
impacted by tribal government gaming facilities.
Local law enforcement, fire and other emergency services,
environmental impacts, water supplies, behavioral health,
land use, public health, roads, recreation, youth and child
care programs eventually will benefit from these monies. In
order to ensure proper use of the fund, only a maximum of
2% of the monies can be spent on administration costs.
TASINs contribution to local communities
goes well beyond the SDF. TASIN tribes employ more than 14,000
Californians, generating hundreds of millions of dollars in
payroll and billions of dollars in annual economic activity
through gaming operations and other tribal government enterprises.

The passage of
SB 621 established the Indian Gaming Local Community
Benefit Committee (IGLCBC) formed in each county with
tribal government gaming operations. Consisting of tribal
and local government leaders, these committees supervise
the selection of grants to public agencies seeking assistance
from the Special Distribution Fund.
